Sef could have destroyed half the planet, but he didnt cuz 1. he was limited to his new body and 2.why??... and Cloud can keep up... but unless he has "hope" he cant beat Seffy at 65% even IF he went all out... Cloud is cool but hes just lucky sephiroth held back, really only Cloud could kill him if he lets him... anybody else, even Sora (a keyblade wielder.. and powerful at that), would simply be putting dust on him..
[proof? after you beat him in kh2... while Sora is exausted and asking if he had enough, Sephiroth simply wipes the dust of his shoulder and says "your alright"]
