You can purchase a static IP address from some, yes. I'm pretty sure you have to ask for it explicitly though... and who those ISP's are, I'm not sure - except for Verizon. I worked as a tech support there for a few months and did get some customers with static IP's for their FiOS.

I wasn't aware of this. Static IP would be nice in some cases, but I think Dynamic is the standard these days.
