Because bologna was never meant to be eaten on sliced bread. It was meant to REPLACE bread as the premier sandwich boundary. The thought process behind the campaign was that 'more meat, less dough' was an ideal solution for weight loss as scientist predicted a rise in obesity world wide.

The campaign failed when people realized that the best thing to eat with the bologna was, of course, bread. Bologna was do hard to grip and bread solved that slimy problem. So the whole process ended up being quite pointless...but the designers of bologna got filthy rich so in they were happy in the long run.
