Do not question yourself with the why or the how. I simply am, and that is all you need to know.

I had this glitch happen to me, and I suspect that it is related to Palma's magic level before obtaining the ra-seru summons. Why is this? Well, I grinded out Palma and Mule before finishing up Songi3, and did a small bit of leveling of Palma and Mule with Vahn and Noa, respectively. As far as I remember (it was very recently, so I do not suspect that my memory is faulty), Vahn's Palma was level 5, and Noa's Mule was level 4 or 5. The actual number doesn't matter, as we will soon see.
Fast forward to beating Songi3, going and getting the ra-seru summons. Lo and behold, Meta started out at level 5! Sweet! How about for Noa (I didn't level any ra-seru for Gala, so Horn's effect is still an open question)? Terra, sadly, was level 1. Despite Mule's level being much higher.
Regular seru were of random levels, which is a possible confounding variable. All fire and earth seru were level 9 for Vahn at the time of obtaining Meta, so I would tentatively say that regular seru levels do not participate in this glitch.
This leaves us with the bizarre suggestion that at least Meta's and possibly Terra's and Ozma's starting level must match with Palma's. Based on CloakedDeception's testimony, and the knowledge that Mule's level does NOT cause the glitch, we can safely assume that it works for all ra-seru.
Palma's level determines the starting level of Meta, Terra, and Ozma when you receive them.

No problem boss.
I thought up a controlled way to test it.
First, get to the point where you can get Palma, Mule, and Horn. Level up Palma to level 9 for Vahn, level 8 for Noa, level 7 for Gala. Level up Mule and Horn to 5, and all other seru to some uniform level, say 3. Obtain the ra-seru summons. Check the level.
If my hypothesis is correct, Meta should be level 9, Terra level 8, and Ozma level 7. If there is some other variable that affects it, the levels should be thrown off by the leveling effects of the other seru.

I thought the LVL of the main Ra-seru was increased from reviveing the genesis trees...i know at the end of it all, Meta is LVL 9, Terra is lvl 8, and Ozma is lvl 7.
May we all remember the roads we traval...even if they are diffrent then others or what you did not expect....

Yes, but after a character learn all of their Arts, and after the 3rd Songi battle, you can go back to certain Genesis Trees and learn new Ra-Seru spells.

I have an inkling on this one, and I may have to test some day. I saw this kind of bad coding in the game when I was debugging other things. The 21 seru magics have a sort of predefined slot, but after that, all of the optional magic can go in whatever sequence you get them. I bet once you obtain your second optional magic (or likely only Meta,Terra,Ozma), it forgets to move the magic level in slot 22, or more scary, it might move the wrong slot over. There is a slot for magic level and a slot for magic "experience" for the spell. I'm assuming they're both incorrectly indexed.
