Whats wrong with wet? It doesn't have to give damage (unless the creature if fire/flying type)
Perhaps we can set up a base for the stacks. Like Before you get steam, you need water magic, or some bull like that.

It could hurt fire enemies.
And like I said, it can be a basic ailment. You can be creative and add on to it, with say, thunder or something.
