Most powerful Ra-Seru hero?

Most powerful Ra-Seru hero?
Who would you say is the most powerful of the Ra-Seru heroes? This is ignoring game stats and thinking about this from a strictly in-universe perspective.
Would you say that Vahn is the most powerful? He has main character status and Meta gained power from more Genesis Trees than both Terra or Ozma.
Would you say that Noa is the most powerful? She's the speediest of the bunch and would have an easier time tagging the others in a bout between the three.
Would you say that Gala is the most powerful? He has the most fighting experience and discipline, much larger physical body, and is the smartest of the group.
How would you rank them from most powerful to least powerful? Or do you consider their strength to be so closely identical as to consider it a tie?

It always felt strange when the poster-child warrior monk Gala, who has trained for years and defeated other warriors, joins the team as a LV1 and is MUCH weaker than Vahn and Noa. In this case, I feel it is a departure of cannon vs gameplay. Perhaps this was done to show the Ra-Seru steroids buffing otherwise much weaker humans to surpass Gala. I never believed that made sense though. For example, Gaza is an old man with no Seru, but is able to take on the 3 Ra-Seru heroes. Clearly this indicates there are "normal" humans who can reach comparable power levels to those who cheat and use Seru augmentation. Thus, I believe with Gala's superior training, discipline, wisdom, and raw strength... He would still probably be at least a match for Vahn and Noa when he first encounters them. As for Ozma, I don't think him being the youngest Ra-Seru and having less "levels" matters much. In game, he is about the same as the others. Story wise, it also seems they are all about even.
Thus, in an end-game scenario when all 3 are at their peaks, I think Gala would still dominate.
For a little more realistic perspective, and imagining a real fight that isn't turn-based, I imagine the sturdy Gala with armor to fight similarly to Darth Vader in the Star Wars literature. Basically taking a defensive style to protect vulnerable parts, while exploiting superior strength whenever possible. By using the Force, Vader is able to pull off small bursts of superhuman speed for decisive attacks of opportunity. Gala is clearly able to do the same with his Explosive Fist hyper arts.

I'm gonna have to come back to you on this. I do think Ozma basically gave Gala 'roids, though. Like how he couldn't even touch Songay until Zeto's castle.

Gala would smack the 質 outta both of 'em. He's got way more trainin', and he's much bigger and stronger than Vahn and Noa.
Vahn should not be able ta take Gala but he should be able ta take Noa unless she goes bonkers.
Noa's a 猿が大好きだよ' child who could maybe beat Vahn by a nut shot or maybe diggin' her bony elbows into his throat or something.
All the Ra-Seru seem ta be more or less on the same wavelength since they give the same Pokedex exposition ta the party once they join up and they all sound equally knowledgeable about 質. There's no real noticeable hierarchy or anything. This's most likely a tie since they can all blow 質 up. Maybe Terra gets advantage by bein' able ta fly up super high and super fast or somethin' and just cheesin' it out like a punk.

Body size might not be that much of a factor. Sure at the end when they lose their Ra-Seru Gala has the far superior physical advantage, but I'd think the Ra-Seru powers negate any size or strength advantage one might normally have. To make a case for Vahn, he's got to be some kind of prodigy with even greater talent than Gala if he's able to learn to defy gravity (cyclone, slash kick) at the age of 14.
Kind of like I always got the feeling that Gi Delilas would whoop Che and Lu in a serious fight between them, despite Lu having the superior speed and Che having the superior strength.
Speaking of which, the Delilas Family always reminded me of Cooler's Armored Squadron from DBZ Movie 5 "Cooler's Revenge".

Im going with Gala, but could see Vahn overcoming the odds. I think the fighting experience and higher intelligence matter more than the strength but all 3 of those together just makes me feel he is the superior hero. (But Vahn is my boy)

I forget where but wasn't there something that said Gi usually aims for the pressure points of his enemies? (forgive me if that's from Zup's CYOA).
