I'm not a big fan of snow. We get several feet of it here due to the Great Lakes.

Body of water>Evaporation (steam)>Condensation (clouds)>Further condensation (heavy clouds==rain clouds)>Temperatures below water's freezing point (anything below 32*F) + decent air fronts (low "cold" pressure, iirc) = Snow or sleet or hail.
Snow is basically rain drops that are kept up in the air until they freeze into small crystals (snowflakes). The great lakes are large bodies of water, all it takes is a lil sun to get things rolling.
