Ok, so the encryption was to take a letter from the ASCII table of 128 characters using their decimal digit.

A-B = 65-90
a-b = 97-122
! = 33

You take these letters decimal number and then use the formula I gave you to change their number:

(x^2 + 4)mod 127

So this creates the following "encryption" of letters:

A=38 , a=15
B=42 , b=83
C=48 , c=26
D=56 , d=98
E=66 , e=45
F=78 , f=121
G=92 , g=72
H=108 , h=25
I=126 , i=107
J=19 , j=64
K=41 , k=23
L=65 , l=111
M=91 , m=74
N=119 , n=39
O=22 , o=6
P=54 , p=102
Q=88 , q=73
R=124 , r=46
S=35 , s=21
T=75 , t=125
U=117 , u=104
V=34 , v=85
W=80 , w=68
X=1 , x=53
Y=51 , y=40

Now, if you convert these decimals to hex (I'll let you do that), you can see that the message says:
Legend of Legaia is so cool!
Now, the question is how to decrypt this.... I didn't create the document on how I decrypted this and I somehow forgot, so I'll get back to you on that (or you can solve it) lol.

Just a simple counting question. I know Night said he could get this really easy, so I'd like to challenge those who don't think they can get it. If no one gets it within a week, go ahead and answer it Night. :P

Question: 251 tickets are given to 251 different people in an audience. There are five different prizes to be given to some lucky winners of the right numbers. How many ways can the prizes be awarded to the people in the audience if the people holding ticket number 241, 200, and 39 all win prizes, but the people holding ticket numbers 112 and 84 do not win any prizes?

Give the full integer number and explain how you got the integer value.

There are 251 people. 3 people are guaranteed. Leaving 248. 2 more people are guaranteed not to win. Leaving 246 possibilities.
There are 246 possibilities for the first winner, and 245 for the next winner (subtracting the ticket from the first winner).
245*246 = 60270

I haven't taken discrete mathematics in a long time, so I don't know if my reasoning is sound.

You're on the right track, but there's a little more to it. Note the prizes are different (I just edited the post in regards to this).

Iunno how the prizes being different correlates much (cuz I'm dumb), but if the prizes being different is the main key here, then would the answer(S) (cuz I'm assuming you're looking for more than one answer here) be:

Prize 4 = 246 different ways (cuz you had to do what U-Nam did but multiply 245 by 1 cuz 1 prize)
and
Prize 5 = 245 different ways (cuz same reason)?
