Ra-Seru spells (Meta, Terra and Ozma)

Ra-Seru spells (Meta, Terra and Ozma)
So this is something I noticed today and wasn't sure if it was a glitch cuz I've never known about it.
Finally I beat Songi in the Seru-kai. And on my way back, I went ahead and got my Ra-Seru spells for Noa, Vahn and Gala. Strange thing though: Meta, Terra and Ozma are all already at lvl 9 WHEN I got them. This has never happened to me before in my previous playthroughs. The only difference I can think of is this time all three characters have ALL their regular seru leveled up to lvl 9, including Mule and Palma (except for the healing seru).
So is this a glitch? Or do people know about this? Maybe the game rewards you for being so painstakingly perfectionistic by giving you the hardest-to-level spells at full power?

I have never heard about this, but thats pretty cool. Saves some time leveling up. Unless you are like me and think the game is too easy, and this only makes it easier..

At first I was kind of surprised, then happy that I found out about this (if it was an actual legit thing and not some glitch).
But now I'm a little sad because I was looking forward to leveling the Ra-Seru spells the normal way. Leveling Mule and Palma to lvl 9 got my characters soooo many levels that I was hoping it would be the same again.

I usually choose to level my Mule spell in Rogue's Tower, because the random battles give 2000+ exp each, and they go down with a single casting. And of course, infinite free healing and MP restoration, along with awesome music. 
I don't really use Horn since I don't let my party members die, and I don't usually get Palma until post-Jette, when I can access the Master Course in its entirety. And of course, you can't get Jedo until later.
Oh, and leveling Juggernaut is pretty fun too. Too bad it only tops out at about 15,000 damage at level 9.

I got Mule right after Buma and leveled it in Mt. Dhini, while also farming Power Waters from the Ironman. I got Palma right after Jette and before Cort. And also leveled it at Mt. Dhini for even more Power Waters.
I never really cared to level Horn because its effect is exactly the same regardless of its level. At least with the other Light Seru, higher levels heal status effects. With Horn, it resurrects and fully heals at lvl 1 and does the same all throughout. So there was really no point.
Just got Meta, Terra and Ozma and like I said before, they're already at lvl 9. So no more level for them... About to get Jedo and I'm wondering whether I should level it too. Because like Horn, Jedo also has the exact same effect all throughout lvl 1 to lvl 9.
I will be leveling Juggernaut to lvl 9 though when I get it. Just cuz
But I'm currently taking a break from Legend of Legaia and playing Legaia 2 again. So I'll get back to it soon.

Well that's the thing. Before I start taking credit for the discovery, I want to make sure it's a legit thing and not a glitch due to the emulator or something like that. That's why I was wondering if people could confirm it.

I want to give a word of warning before you go off to level Juggernaut - the Evil Talisman has a "Good Luck Bell" effect built in, so I highly recommend also equipping a Bad Luck Bell so you don't have to sit around forever waiting for encounters.

Oh yeah, I found that super annoying. It's like they thought, "hmm what would make leveling this spell harder? Heyyy what if they have no enemies to use it on?"
