His name is Barry Gjerde.

It doesn't list who he was voicing though. Does anyone else know?

I have to say that outside of Legend of Legaia, he's been in a lot of terrible localizations over the years.

He did the mini-games. Likely stuff like "BAKA FIGHTER!!!" and "ROUND 1"
